I thing it may be a old lamp burner, some items like this were used in the 40's, they had glass in the bottom and had a wick :Smiley , but I am not sure. Used in place of the flashing light we see on roads today. Huh?

Yep, My guess too!    The quick turn would be on the bottom and made to change the mantle.

Any time you post stuff like that it sure is better if you put something in there that would give a clue as to what size were looking at.

It is not that old, I am guessing it is a pressed metal cage filter (air) of some sort, I have seen similar items that screw down onto a carburettor.
