Kind of makes me think of a part coming out of a barometer.

It’s made out of brass, and is some type of container, marked on the bottom HR.
You can see where the lid is (close to 2 inch mark).
The lid is seized but i will try to open.
My first thought was that is a lipstick container.

They didn't use brass.   Lead , Stanless Steel, and even high Carbon products.   If your worried about it just us a Basic Audio Amp.   Connect a Mylar Cap across the Mike Input.   Hold the Cap close to the Item.  If it Tic's You have issues.   Poor man's Geiger Counter.

cool2010 and homefire,  I don't think it is a dosimeter.   It doesn't look like any I've ever seen....and although I certainly can't claim to have seen them all, between my dad's work and frequenting atomic energy/nuke energy museums as often as I can, I've seen a pretty wide assortment of both dosimeters and geiger counters.  The HR looks more like a company logo than the initials for Hazard Ratio.

It's not a dos Meter.   Every one I Dealt with was a Film Badge or the Charged  Short term.  Leaf type.    I was just giving him a way to check it.     I think it's a Letter opener handle.
