Ok, I edited it down to a couple of kb, But it says it is still too large soo, It is about 2 inch tall, wreath may be broken , hard to tell. Thought it was brass but when I cleaned it it came out like his, It was a green clump of crud lol.
  I will try to post once more and I am done.

Bobbys right it looks like a buckle of some type.

What makes you think 1812? Looks more late Victorian to me  or maybe early Art Nouveau

It looks like the portrait has  an "Elizabethan" collar, but I doubt if the piece dates back that far.   I'd concentrate on Seldom's Victorian guess.....and look for a link to a "Shakespearan" theatrical group.   (If it isn't Shakespeare, then it's probably Good Queen Bess in which case it could still have a theatrical tie in or it could be commemorative of Virginia colonial history.)
