I have found several items in shallow water after a recent storm in South Florida. I soaked one of the items in a solution and chiseled the concretion almost entirely off. It appears to be some type of marine mechanical device of sorts. I'm having a difficult time posting the pics on here today for some reason. If you're willing to take a look and help identify, please reply with an email so I can attach and send the photos.
