It looks very much like the bowl of a pipe, minus the long wooden (or pot) stem, I have seen similar in England made of pewter and other metals.
 It would depend on how big the 'hole' in the side of the bowl, the two stubs could have also have been covered with wooden finger grips.
 Undecided  fredio.

I have a desk mortar here, which is a modern one, my wife bought me as a present from a gun store mine is fully functional. it is not ornate like that one however, as mine is meant to be used. the dimensions and shape are exactly proportionate to that one except mine only has the two stubs from the sides where it mounts to its cradle and a fuse hole where yours has the third one, the second I saw the picture I immediately thought foot mortar. and then BA stated what I was thinking so I say Toy Mortar.
