But more than likely is a sail or riggers Marlin Knot tool.

They wouldnt use these made out of Brass or Bronze for rigging spikes or nails, too precious of a metal for spikes or nails...

Nice find, I've found a few iron 1715 plate fleet wreck rigging spikes and they look very, this is much larger in diameter and metalic make-up.
