Have a look at this looks similar in shape to your item, this is an escucheon from a set of draws made of brass pre-Victorian........Johnnn

Looks like the remains of a medallion the pirate One Eyed Willie wore around his neck.  If you look through the two holes and line up a couple of islands....it shows you where his ship is hidden inside a mountain of rocks.  Beware of boooobie traps and Goonies.

Well, found the exact matching metal sheets as i was describing in my earlier post, this is an old fire alarm casing, it's about 80 - 100 years old and shows the ventilation holes shaped as crosses +.
Very common pattern for using as casings of old machines such as steam engines protecting belt drives, also shielding open fireplaces as spark guards.
