Neat find! If the 'U' shape was a little wider, I would believe it to be a coopers' draw knife or shave, a tool to aid in making wooden buckets. Does the far edge look as if it was sharpened at one time? Does the metal have a wedged cross-section?

Is the bottom of the blade sharpened?  Could it possibly be a small pole peeler, or de-barker?  Good luck finding out!  Thanks for showing it.        Detecting

step aside, gentlemen, I found it! an axle clip wraps around the wooden axle of a spring wagon and attaches the leaf spring.
