 I dug this up many years ago.I realize its a stamp,but is it military,political or what.Penny is for size.

Looks like a seal rather than a stamp. Reversing the image reveals the attached image. It would be a slight stretch but a military seal from the Civil War era wouldn't be a bad guess. Look here for a possible clue.
