Talk with some horse riders.....it looks like it might be a decorative conch for a old leather saddle. A strip of leather strap would feed through multiple pieces of leather, and the two ends would be pulled through the middle "wet", and when the leather dried, it would hold securely. I hope this helps narrow your search.

But it might be a bit small for that,i still think that it is a Late 17th century sexfoil drawer mount,like they wrote in that old Treasure Hunting Magazine i found and with a picture of a "thing" just like this.

You're right,especially when a Late 17th century sexfoil drawer mount turn out to be a hanging harness decoration !  Smiley
