I think they might be crossbow bolts for rabbit hunting, theres similar bolts nowdays but have rubber butts.
Can't find pics online but i had a bolt collection at home for my 100 Lbs Barnet crossbow.

I think Niobium is on to something here.  I've seen these type of blunt heads for hunting small game not just with crossbows, but also with more traditional bows.
