In investigating, I'd look first at the 1960 Summer Olympics held in Rome and if I couldn't find a match there, I'd look at pre-World War II fascist Italy for a match......but my money is on it being a souveneir from the 1960 Olympics.

its an athletic medalion. in his right hand holds olive that they gave in their winners and in his left flag from his country i thing.

Could be a sports medal, but it also could be a workers medallion or medal.  It kind of looks like a worker holding a flag.  Perhaps handed out to Fascist party faithfuls during WWII or during Mussolinni's tenure.
