 I found this pendant earlier today I think it's plated copper or brass, just curious of the design.

It looks like a bell hop's or chauffeur's hat badge. That number, 9898(?) at the top, is that something that is cast or stamped in? Does the back have markings of a pin?

The caps of both that I mentioned often have images of stylized rope knots rather than an image related to a career so that's what made me suggest them. A police badge, fireman's badge and so forth, all have images relating to mascots or slogans. Know what I mean? But the lowly chauffeur and bell hop don't. The number stamped in was probably a company related employee number.

Looks more like a crown on top to me, but like GD said i do believe its some kind of badge / medalion worn on a uniform.
What kind of location was this found in??

Wow! That looks very different. It still looks like a hat badge to me but now that the number turns out to be dots on a crown, it sort of changes what it was used to represent. Perhaps Seldom has a suggestion. He's an antique dealer when he's not in his secret identity here.

Oops. His days of changing in a phone booth may be over.

I'm almost willing to bet that this was multi-toned at some point with the design more legible than it is now.   Personally, I start with the most identifiable piece, the crown and work from there.....Specific crowns go with specific persons/people, so style can be a big key.   I'd also concentrate my search on European colonies between India and Japan.
