Well Ray that's my best guess from what all i can find on the internet etc, is it's a cover to a old pocket watch.
I wonder if you took it to a jeweler who deals with pocket watches if they could confirm it or not.
Either way I have had fun researching it.

Good Guess GD ; but i have several pedal cars all the covers on them are about the size of a Quarter or smaller.
Not sure about a tricycle though.
