Go Up Go Down

Ok found this near a lake about 50 yards away in local park. The links are about 1 inch in oval shape ,what looks like an eye bolt is 3 inches long, the two cookie looking discs are 2 1/2 inches round ,they are two separate pieces that can move up and down the eye bolt , magnet will stick to it ,it appears to be quite corroded away may have been slightly larger. Oh it doesn't weigh more than a can of soda. Any clues to what it maybe ?

You have a Bung Plug for a Boat Drain.   It had Rubber at one time and if you twisted the eyelet it would swell to fit and seal.
