Definitely not Arabic, Brian. Looks like Cambodian, Thai or perhaps regional India. There is some stylizing to the letters which makes it confusing. Almost Celtic but not quite.

This is a long shot; my jawi is extremely rusty and stylized cursive script can be rather hard to make out. Thinking it may be a ring used to make a seal in wax, I even inverted the image horizontally using Picasa. Jawi/arabic script and its variants are usually read from right to left.
Bottom line (inverted horizontally): ampersand-like symbol (unknown), aliph (A), lam(L), da(D); (if it's pashto script, the latter 3 symbols may represent "dal" all together).
Upper left corner (inverted horizontally): wau (W)
Upper right corner (inverted horizontally): nah (9)

The script doesn't look like thai, khmer, urdu, tamil or hindi to me. Anyways, that's my best guess.

Yes!  And don't dare put it on!  You will have some really bad flashbacks to the 1960's.  Actually, my wife swears that the same thing is engraved on the inside of her wedding ring.  The part about ruling anyway.
