Could it be from a set of kitchen weights? The lead poured into the base to bring it up the correct weight? How heavy is it?

Thanks for your thoughts, if it had a weight designation on it somewhere, then I would say you are correct.  Someone from another forum sent some pics of similar items and all were paper weights. For the time being I am going to be satisfied that it is a paper weight. Thanks again. Jack.

My guess would be a wax seal.  perhaps they used the lead so the imprint could be changed by pushing the seal onto a stone or wood caving, and transferred to wax or some other soft medium.
