I hate to pop your balloon on this, but I know my fountain pens pretty well. And I know how to make use/quill pens. This thing has nothing to do with pens or writing or instruments. Grin It's more likely to be building hardware (most likely windows).If you take it to someplace who deals with vintage hardware (they're around, old stuff needs fixing) they might be able to tell you what it is. Too bad it's not in better condition, because vintage hardware can fetch a lot of money as people need to repair old things.

Quill pen would definitely be out.  Nobody was using those in 1889.  As for being the filler for a fountain pen, it looks a little large to be one of those, but until I checked out all the German fountain pens of that period, I wouldn't completely rule out that option.

steel nibs were becomming common by 1850 but they wer'nt so cheap that everyone had one.  just like today out in the country fads lag behind (why theres people today the get their tv signel from an antenna, when cable, sat. etc. has been invented) it also would'nt be the first time someone invents something just before they become obsolete.

the main reason im stuck on feather quill pens is the object is perfectly sized and operates in a manner consistant with servicing quills.  the average quill lasted 2-4 pages before it wore out and had to be retrimed and the quill had to be sqeased to renew the reservior, you can see a child or old person without fine control having a problem doing this.
theres no place on the object to hook a cord for a window mech. or fire alarm because it has to be open to have a cord pass through the 1/4" tube, i cant see a lady of the house allowing something that looked like that  to be hanging off the window/shade/curtain.

I'll give a limited guestimation as to the purpose of this object: It was meant to hold something in the two halves that would clamp down and fit together. The rounded protruding section looks like it may have had a piece of rope or wooden dowel going through it. Maybe it was an oddly designed chalk holder-but I doubt it. The fact that someone else found one (Maybe at a school) probably means that at some point in time the items were common to schools or other buildings of that era.

I wouldn't be too sure of that.
325k-500k German immigrants were in Ohio at that time. They didn't all come empty handed.
