It looks like a vacume pipe, It's not an oil feed coz there's no staining and it's not off a brake system
coz it would have rotted away by now.

It is a vacuum fitting. It's really too small for anything else.

Fuel lines never split in a Y nor do they float between rubber hose lines. Only vacuum lines do that.
