Welcome to the forum. 

Interesting find.  For some reason that piece looks  very familiar to me.  I just can't seem to place it right now though.  Wish I could.  For some reason right now the only thing that comes to mind is that it resembles some of the older tie-outs that people used for their dogs.  Don't think that's it though.  Just can't shake the feeling I've seen that somewhere before.  If I happen to remember where I've seen it or what it is I'll be sure to let you know.  Other than that sorry I couldn't be much help to you on this.

I would agree that it must have been mounted on some sort of a pole. Maybe it was meant to hold some sort of chain to sever as a barrier???

This is not the best image, but what you have looks like the ring end of a single tree, part of the harness system used for farming. I have several from an old barn, and this looks EXACTLY like the ring from the end of one.
