definitely hinged or strapped, so it probably IS part of a "locking" device----whether for a large book or a box is open for debate.  Looks like the "hinge" would be rather light.

I would agree that whoever made it wanted it to LOOK Middle Eastern.   But that doesn't mean it was made in Turkey or any other Islamic country.   However, it might help date it since there were certain periods of time when people in the UK were more intriqued by the middle east than at other times.

Any idea what type of metal?

metal lead but that littil round thing on the bottom is copper and 1cm wide

This may be a proving piece for a jewelery item. Lead is often used to create a master for a mold to pour and mass produce an item. The pattern on the back side makes me think this is the case because the lead would have been held in place on a sharp, gridded plate for working the pattern on the front. There's no telling how old it is just by looking at it. The technique has been around for centuries.

If I had to guess, I'd suggest it was one side of a pair of buckles that would later be made from silver, brass or copper.
