Dont they control their currency! !
 Noo idea on the bonds , but would presume its similar to the yuan. Not traded international for the speculation,  and so the gov can control the market  8)

not this again, only chinese citizens can own them or cash them, and they are worthless outside china.
if you mean china savings bonds, they are not supposed to leave china.
