In our project where there is also no power source,except through a generator. we drill holes about 2 inches in diameter, using a special chisel just for drilling and a sledge hammer, insert a dynamite then booooom!!!

Hi i'm Cliff,
     We also have similar still like concrete in our site in norther Cebu, Philippines. Our dig is almost 30 ft. deep. Last operation we stop at a floring the same of what you describe a still like concrete. It's a floring of our dig color white and sorrounded by color green. We use an electric jackhammer so that we can penetrate downward. I hope that this is the TREASURE SEAL itself.
