It's easy to prove it. They were all supposedly destroyed and anyone possessing them- obtained them illegally. It's that simple-  case closed. As I said before - I don't agree with everything the gov does but I support the decision to confiscate the coins.

Why reward someones illegal actions?

Who's to say he didn't have 18  of the coins and only told the Gov about nine of them. Perhaps the Gov did track 9 down and destroy them and he kept the rest in his safety deposit box or hidden somewhere else until the coast was clear.

I can't figure out how anyone got out of the US mint with the coins in the first place. Perhaps the security was a little more lax in those days but you're probably right- there's more to the story then meets the eye. Grin

There's no way they could get away with it these days. They have refined the security procedures and added a great deal of equipment like cameras - metal detectors,ect.
