 probably a 1900s anchor, i have seen others in the sea older, even a 4ft stone anchor off devon

It is not an anchor but a mooring pin  . It was used to fasten the ship along the shore . The pin was brought ashore and hammered into the ground . Then the ship could be moored .    Cornelius
