We came across this document and were wondering if anyone had ever seen this. Any information on this is greatly appreciated. It seems to be a bond of some sort but we are not sure.

Looks like the type of certificates sold in curio shops or coin shops, for a gift, probably printed at someones print shop in their spare time for grocery money,

Paper is wrong, Flag only has 41 star's, you blocked out the SN but bet its 19006794
