Here is a device my son found, buried about 4". The top part moves up or down, can't quite figure out what it was for.
I guessed it may have been a dispenser of some sort, used upside down, it could trap materials inside the cup, then released when the plug is pushed upward...Huh?

Anybody ever see one of these? It's sturdy and not rusted like some metal we've found. The red balls are plastic?

maybe...there was no rubber ring in it, but when I was washing it off, it sort-of held water...

Hey Rich - ever do any re-loading- it seems that I remember seeing a device like this for reloading shells

I think your spot on its either a powder or shot measure not sure which todays reloading gears far more sophisticated anyway I used to reload all my own ammo when i was in the bush.  Always had a few toys to get some food in the middle of no-where.

my uncle has one that looks just like it in his bar except its all steel including the balls.
his has lines inside to measure the booze, the funnel is filled and you catch the rim of the glass or tumbler with the cross bar and push down and the plug opens up releasing the liquide.
