A jeton is less a coin than an accounting token.  Given its intended use and the material generally used in jetons, it is quite possible that it could be 9 carat.   (but the advise to get a self testing kit is still very good)

As to whether they could manufacture alloys in the 1300's, even the Romans were known to debase their coins under some of the emperors by seriously lowering the ratio of silver or gold to base metal in the alloy (and even they weren't the first to do so)
