That eagle really bothers me.  It doesn't match up properly with the eagles on most of the buttons of this design.  That's the possibly bad news.  The good news is I think you really need to go see someone who specializes in pre-World War I navy buttons.  If it's real it could even go back to the Civil War or before.   And considering how little quality control there was and how many diverse sources of buttons there were for union navy officers it's possible it could be a from then.   Get an expert to do hands on check of it.
