there is faint writing to go with the open book design, but unsure how to proceed to clean it up

HI RubberDiver,
                     If the item is all rusted, You can try using wd-40 and xxxx steel wool, try it on a small area first, This is what I use to clean up antique firearms & Edged Weapons, and it works very well. I usally get the xxxx steel wool at walmart its under 5.00. Hope this helps

  It reminds Me of a Chaplains button.
It is very fragile so would use nothing harder than toothbrush to clean with very lite pressure,or could use electrolysis to clean
find a small 6-9 volt dc power source of at least 10 ma and cut wires attache a small alligator clip to each wire.
in a glass or plastic container add about 1/8 cup salt to  aquart or so of water.
attach one clip to object and the other to handle of steel spoon an immerse both in the water/salt being sure that the spoon and object do not touch.now plug in the power source.in a few minutes either the object or the spoon will start bubbling.If the spoon is bubbling reverse the two wires.watch carefully the process make sure that the power source does not overheat or that your target is not being destroyed.about every five minute remove object andrinse.actuall time of immersion depends upon amount of corrosion,and volt ma produced by the power source.
 could also use 9V battery or 12vcar battery but whatever source is used be sure wires or objectand spoon do not make contact at any time.

the museum came back the inscription is from 18th cent, about giving up drinking Grin, and the bible on the reverse is to swear to keeping off it
