Hi Lee,
Have a look at this its made of pewter and "is" a hypodemic or needle it is from 1812 as I found it with buttons and musket balls from that time ...HH...Johnnn.
This one still has the "point" on it wouldn't like a jab from it..

I think its a dash-pot. the swivel connection on the shaft makes me think that.

This contraption could be a very early perfume bottle.  First because it is so small.  People back in those days of long ago didn't bath very often and body odor was a problem.  Maybe the end had a spray aplicator on it at one time back around 1812 or so?  But it looks too crude to be that simple.  Is it a double pressure diferential back flow preventer, one of the first models ever and is a museum piece that is priceless?  Quick hide it from the Smithsonian, if they get their grubby little paws on it.....it will disapear and no one will ever see it again.
