 Its is a B Drop Wire Clamp, used in hanging guide wires and such, and looks like part of the slide is missing.. Also new to the forum and looking forward to being a part of this forum,and hours of reading , and looking forward to meeting new people. Helloooooo to all.

without seeing the other side, I'd have to go with Backitup83.   seems to me that Mike and the rest of those who said it was for working with wires (guidelines, etc) have pretty much hit...especially when looking at the pictures Mike posted

I've seen these on a few occasions and I'm sure they are associated with cables or wires---maybe the electric company uses them for clamps or cable-tighteners, etc.

Ma Bell used those as strain reliefs on phone wires going to the house.

The Loop went around a Anchor bolt on the roof.
