actually, my father who is based at mindanao,found this thing, it has different images embedded in it (japanese origin), it is about 5in x 7in x 2in , no openings of any sort, (asbestos or cement like casing of some sort.)

Treat it like a jigsaw puzzle. Try to align the pieces following the wavy lines in the background. Those lines may be a guide on how to assemble the map (if it IS a map). It could be an architect's tool to plan the layout of buildings in a certain area (I'm guessing here). Larger photos would help matters.
