visited a local abbey park for 10mins, started round the first three biggest oaks, and found a 1947 two shilling, a silver mouth organ and some change

                  Sounds like you hit on a buskers cache  with all thoes coins and a mouth-organ.
                  Yes that is a tuner , blow in it to get the right pitch to tune your strings to . I use one of thoes to tune my Hurdy Gurdy .
                  Or the choirmaster might blow it to get the right key to start his singers on .
