Yes, we have a similar law here called Meagan's law after a little girl playing in her yard was killed (right through the head) by a stray bullet fired into the air by some drunken idiot. Luckily they discovered who it was and he was sent to jail. Big fine here and time in the slammer.

Took me giving  the Army 30 years 3 months  and 18 days and the better  part of my health
and lots of  saving  and doing without  so that we could  do this later on in life.
we're actually  doing it sooner  than  we planned  because  the doctors  said I'd  be  bed ridden  in ten years.
and we're working  on  the  3rd year now.

too be truthful  I'd gladly  give up these material  things  to have my health  back .
