Ever since the Urban Land Ceiling and Regulation [UL (C & R)] Act came into force, major changes took place in the urban areas of Cochin.  The excess land in the hands of private individuals went into the hands of the government.  The government controlled housing societies and even the Kerala State Housing Board (KSHB) is advocating and also practicing this policy for the last so many years in developing new housing units. 
 
According to the new policy statement, let anybody, having a proven technology and a good record of accomplishment in all respects, build on the lands vested in the government due to the [UL (C & R)] Act or acquired and/or owned for this purpose by the government.  However, only the government housing bodies or housing financing banks must sell the housing units so developed, so as to avoid profiteering by the private developers.  The recent Supreme Court judgment will definitely oblige the government to come to this conclusion.  If these decisions are in the best interest of the common man and the public at large, why not implement the same. 
 
By this, the responsibility of neither the extra time involved in building construction nor the quality of the final product or the maintenance of the built up structure during the warranty period will rest with these housing bodies.  This will automatically be the responsibility of the contractor working on turnkey lumpsum basis.  To avoid problems with maintenance he will be obliged to use building construction materials having quality norms prescribed by the Bureau of Indian Standards (BIS) or Indian Standards Institute (ISI). 
 
This policy will certainly generate lot of extra funds particularly in places like Cochin.  These funds will certainly help to cross-subsidize housing development for the economically weaker sections and the slum dwellers, even up to 50 to 75 percent.  When considering the high taxes on
