If you want to be sure of finding a big garnet you can hit the Emerald Creek site. I've never actually been there but every rockhound I've talked to that has says it's the place to go. The forest service actually manages a dig there. I've never heard of anyone leaving emptyhanded. Used to cost like 10$ per day but who knows nowadays. It's only open for a short window each year.

As far as finding em I've always just panned em out in my gold bearing gravels. Another good spot to look is the old tailings left from the dredges at Warren, Idaho City, Placerville, Centerville and probably a few more. Good hunting!
