Looked up the Eagle Pencil Company and found a buried web site that some musem has pencil sharpers made from this time period. This has #557 stamped on it and there was only one design such as this to exist in the year 1893 from this company. They did go on to make many more but believe they are #558's. But I could be wrong too Grin. It is a very cool piece though. I am taking it to are metal detecting club meeting Wed night.
