As I posted in another forum, I'd re-engineer the ears with small wood blocks, and use a marine epoxy to glue them on the pieces that are left on the coil (besides drilling them and bolting with plastic bolts to the flange pieces that are left). Generally plastic repairs like this simply do not hold up. But if you do wish to proceed, I'd use some fiberglass cloth on the outside of the plastic flanges and build that up with the epoxy.
