you need a scope, if the kit does not work straight away, you will need an oscilloscope to get it running.
my own view is that only chemelec's (gary) kits can be built without a scope, and even then to really set it up properly you need a scope.
too many people who should know better push these kits, claiming they are easy to build, which they are to anyone who knows what they are doing, but the idea that you can tip out the bag, solder up the board and it just works is wrong.
they have to be built in blocks, power first, then tx, then rx, then audio, then you can set up the detector and damp the coil.
building without a scope is a handicap in this process, i dont know where the idea you dont need one comes from, certainly not andy (silverdog), as he has allways been more than honest on that subject.
the first thing to do is remove all chips except the 7660 and check voltages.

Make sure you had it in the right orientation.  the 79's are backwards to the 78'.

With a DVM, check output voltages of all regulators.

it will never be the same as the real thing but at least you'll be able to see something.

excellent suggestion xavier, i have that probe myself, while it its no substitute for a real scope(which i do have), it is very usefull for testing voltages, once calibrated its much better at testing milivolt ranges than multimeters.
it also works with winscope, and visual analyzer 8, you can even use it to null coils.
just dont try and measure the flyback on a pi(obviously) Shocked
