Given the history of New Jersey, I would have to say that's a resounding "yes".   Of course, unless you are hunting private property (with permission of course), you are going to have to first check the rules and regulations for the specific area you are hunting.......(remember what's legal at a city or county park might not be at a state park, or at a park in anothe city or county.  Heck, it may even be legal to hunt in a city park but not in a county park or vice versa).

check out the clubs in nj one of the better clubs is ecrda. there are plenty of places to hunt in nj
