I heard from the locals there that they sometimes find gold chains(jewelry) on the beach after the winter storms. So yes, if you would be allowed to use a detector, you might find something.
But the law here is weird. If you buy a gold ring, it belongs to you. But if you bury it in the ground, it becomes property of the state. Yup, this crazy!

Now that law i could find a use for, i know a few people the state could have

But what is the penlty for having a detector

k) accidentally discovered archaeological potential area means land where there was no evidence of archaeological treasures, unexpectedly, as a result of:
       1. human actions, other than archaeological research, such as: construction, geological prospecting works, including remote sensing, agricultural work and other types of work and research carried out underground or underwater;
       2. actions of natural factors, such as earthquakes, landslides, floods, soil erosion and others, where archaeological research is required to record their scientific and recovery.

Article 27. - (a) Access to and use of metal detectors in archaeological areas without prior authorization provided for in art. 5. (13), is a crime and is punishable by imprisonment for five years and confiscation of it to the detectors. "

In Article 29 (1), letters a) - i) shall read as follows:
"a) perform, without the authorization issued under this ordinance, archaeological research and any other activities that affect or threaten the integrity of the archaeological heritage, with a fine of 10,000 lei (RON) to 50,000 lei (RON);
b) failure to set in art archeological discoveries. 4. (2), research by the license holder, by a fine of 2,500 lei (RON) to 10,000 lei (RON);
c) the failure by the persons mentioned in art. 4. (4), within the period established by this ordinance, the chance archaeological finds, by a fine of 2,000 lei (RON) to 50,000 lei (RON) and confiscation of property found;
d) violation of Art. 7 letters. a) and b) a fine of 25,000 lei (RON) to 75,000 lei (RON);
e) failure to the Ministry of Culture and Religious Affairs issued the building permit if no permit for the construction or demolition of archaeological heritage areas, with a fine of 10,000 lei (RON) to 50,000 lei (RON);
f) failure to tasks in art. 13 letter. a) and c) a fine of 2,000 lei (RON) to 10,000 lei (RON);
g) having metal detectors without the authorization provided for in art. 5. (10) with a fine of 25,000 lei (RON) to 75,000 lei (RON) and seizure detectors;
h) having metal detectors without opinion referred to in art. 5. (12), with a fine of 25,000 lei (RON) to 75,000 lei (RON) and seizure detectors;
i) violation of Art. 9 para. (a) and art. 24 para. (1) a fine of 5,000 lei (RON) to 25,000 lei (RON)

You can obtain a permit only if you buy a detector (not if you build one), you need the recipe(bill).
The permit is expensive, a detector is expensive and i have too many expensive hobbies (old coins, photography, etc).
I want to build one to proove myself that i can do it.
But later, maybe i will go for a permit...  if my wife agrees to the expences...   :Smiley
