Hello Everyone . Here is the pdf file about the California suction dredging law in effect since late 2009.
Now they are selling these types of Hand suction devices and I wonder if they are really Legal ? See photo :
Alternative ideas /prototypes are welcome here on this Forum !!

I've built a few devices similar to these, they are cheap, lightweight, and can be made with simple tools, a little junkyard scavenging skill, and a 20 spot. I couldn't say if they are legal in the Cali area with the new rules, but for remote areas they can be quite handy.

Hello Idaho and Bitburg , everyone . Looking at the hand pump set ups they have on the market now . I think 98% of the pvc parts can be bought at home depot or lowes . The pump stem would need an O-Ring and top seal and a handle I guess . Why spend $70 or $80 bucks plus shipping , make it for around $15 bucks or less . Thanks so far everyone . Maybe we will get a prototype going , and then learn about all the loop-holes in the new law .

looks like an old style tire pump would do the trick.....if you found an aluminum one, the weight wouldn't be too bad----and even if you didn't want to use the body of it, you could probably use the inner workings.

Yep BA or one of those rubber raft air mattress pumps I bet a guy could find at a yard sale.

My favorite so far is basically a really big syringe. I even made the handle from a pvc T and a threaded coupler. I bought all the parts from Home Depot for 2 of them and spent less than 20$ O-rings, Plumbing Lube, PVC cement and assorted Ts, Elbows, Caps and all.

The biggest catch to these devices is retaining material once the suction stops. I'm planning the next one more like a snuffer bottle to help retain all the material. Most times I am by myself so I need a one man operation.

For a regular pump like the above I designed a dual chamber system I had planned to use in conjunction with a windmill for passive irrigation. It works like an old railroad handcar. So many things you can do with a few feet of plastic pipe.

I've seen people using such devices: way too many plug ups to be efficient. About the only time they may help is when working a crack that cannot otherwise be reached.

Obviously as you say these aren't the best choices for mass production, however many places no longer allow larger equipment such as California. 

Also many of the places I have been prospecting lately even getting a shovel there is a bit of a struggle so small and light is a plus.
