I've been poking around our back yard area for seven years.  I've found the information on the following links helpful.  The second link has a good map to go along with information about what you can and can't do.  I've found nothing specific, so far, regarding doing a little panning, using low impact methods (shovel and small bucket) on the streams.  I have not spoken to anyone in the IDWR, yet.  Perhaps this year, before I head out beyond my immediate area, I'll call them.

They do have places you can Pan and Use Hand Tools.   Dredging requires 2 permits.   You will find all this in your other post.
