I have access to a very large (15'x15'x15') quartz boulder. I really dont want to demolish the boulder but what about a drywasher or high banker with a portable water system. Would it be worth the trouble?

Yes. All around the boulder is dirt, not rock. The thing is half buried and sitting by itself.

Is there loose quartz around the area?

Be kooking at some of that material under a glass and see if you can see anything.

Get a sledge hammer and whack it until its in peices big enough to carry to your house.  If you don't someone else will.  If you haven't done it already, run a good metal detector over it first.  If it has a vein in it you might find it that way.

It is on occupied private property and not visible from any road. I will have to try to locate a metal detector to use.

Use a glass to look at some of that stuff.   There may not be enough for the detector to see but still payable.

Try to find the source of the boulder.   Look for any RED staining.
