From the land of the Bluenose.....years ago I found this coin and two others around a lake in Nova Scotia.  Some one told me carthiginian circa 203 AD.  is this correct?

It certainly looks like a Carthaginian coin.....Problem is the Romans destroyed Carthage in 146 BC (and did a d*mn fine job of it, too, since Carthage was their number 1 rival for dominance in the Med.)
