ANTANANARIVO, Madagascar --

(AP) The United Nations says it is sending experts to Madagascar to assess a claim by underwater explorers that they had found treasure and the wreck of a ship belonging to the pirate known as Captain Kidd.

Ulrike Guerin, a specialist in underwater heritage for the U.N. cultural agency UNESCO, said Thursday that experts will examine artefacts at the site where American explorer Barry Clifford had been operating.

UNESCO is also concerned that Clifford's group may have damaged the site.

Last week, Clifford said he found a silver bar that he believes belonged to William Kidd, who raided ships in the late 17th century and was executed in London in 1701. Clifford presented the bar to Madagascar's president, Hery Rajaonarimampianina, in a ceremony on the country's Sainte Marie island.

In other words the divers may have accidentally touched something, or disturbed some sediment, or they didn't photograph everything in situ to UNESCO's exacting standards, right before "looting" it and "destroying" the archaeological/historical value?

Maybe they got confused and thought the money they gave the UNICEF trick or treaters covered ALL the UN organizations.

Because world heritage sites includes anything THEY deem historically or culturally significant.   Captain Kidd's wreck would definitely fall into that category (especially if it had treasure aboard) and they could make all sort of arguments in favor of a undisturbed 17th century ship of any provenance being historically/culturally significant.   It's exactly the same rational that archaeologists, historical preservationists, and government bureaucrats use when they say you can't hunt/recover a coin or relic over 50 years old.

We, the United States of America, Great Britian, France, and the other United Nations member countries did both in their original charter of 1945 and every subsequent expansion of the charter.   Much of the expansion of their authorization has been accomplished by treaties, signed by the administration and ratified by the Senate which makes them constitutionally binding on the citizens of the United States.   That's what happens when people let government run itself while they pay attention to more important things like who's going to win the NBA championship and how the College Football National Champion is determined.
