Yes KD, the reason I highlighted the story was that we have a similar legislation in this country, since we are a legacy of a British Colony. Any historical artifacts are considered as State owned. The percentage of the find if any is based on merit.
Normally they will just imposed the legislation and that's that. There was a case, several years ago, where a group of farmers found a cache of ancient ceramic plates in their field. They reported the find to the press and soon the authorities came down to the village and took it away without paying anything to the farmers. No case.
