Hi, It looks like a well worn pendant. I do a lot of angling and because of the type of ring on it I don't think it's for fishing. If it was for fishing I would expect it to have a split ring. The ring gives me the clue it is for wearing on a chain or thong. Even a dog tag would have a split ring to attach it to the collar ring. I think it's jewellery. Just my opinion.

I'm with Augusta on this one I do some fishing too and I always have a swivel on the end of my spinner. I will go for pendant home made but quite old and well worn.

 Thanks for the comments folks,
 I fish regularly it's a bit to thick as well to be a spinner and has no concave shape to it, I believe it's made of pewter and could be a home made dog tag
being I found it so close to a dog park but not in the park and It definitely looks homemade.

resembles the hand made silver jewelry women ware in India. Does anyone know a quick non destructive field test to distinguish between pewter and silver?

Only test I know of that works is with the rubbing stone or perhaps by specific gravity I guess
