I agree on the fishing lure idea.
Hammered copper jewelry was very
popular in the early sixties. A lot of
jewelry kits were sold back then.

Looks like an ore tag for a miners bag of sample rocks.  I have found some of these out in the deserted desert while swinging my trusty metal detector over the years.  It looks like it is made of copper and copper is soft so the miner could easily scratch a number on it.  Maybe some kid got into his Grandfathers shed full of bags of these old tags.  Took 'em to school and every kid in town now had a pocket full.  You found one...congrats
